Would buying a ca. registered pinz in either year and re- registering in new owners name trigger this or is it first time registered in CA?

Few yrs back, I got a quote from a good shop in san Diego that was in the 8k range for paint and powder coating the 100 plus pieces that make up the non-body parts ( cage, bumpers, top ribs, seat frames, etc etc. Needless to say- it's still OD.

Gun bun doesn't give rides they sell them. 50.00 a head for the upgraded tour in pinz. 600.00 per full truck they only give two a day!?? for a two hour tour. Nice property, there are some hilly trails that allow the passengers to get a sense of the pinz's capability, run by the original family, nice...
