This is a standard FTE brake hydraulics connector 4 times M12x1 connector type E.
If you have a M12x1 thread drill you can make it from a block of brass or Alu

The part Number for that frame is 711.3.83.200.2, but Puch does not list it anymore

as far as i know these threaded inlets were used to hold flags at parades;
thus it would not be wise to expect them to carry any load :-)

if you want to carry a roof rack, extend it to the points where the hinges for the windshield are mounted to the chassis.

at this point you might as well inspect the rubber hose linking the slave cylinder to the metal tubing.
Mine was seriously brittle.
