If it truly is the RPM limiter that is the culprit, is the remedy to just remove it? I've already bypassed it so it serves no further function?

Yes the measured voltage from the positive terminal to ground is 24V, also when I connect to the black wire coming off the Pertronix ignitor. I have the 3 ohm coil and tried both new and old coils without much change.
