Yup, working as designed. See the counterweight on the armature?
Designed to stay closed at idle (and low RPMs). Will open up at higher RPMs as you'll need that airflow for efficient burn.

Hey Guys,
Both right...
1) Loose plug
3) Fuel pump not putting out enough. Good thing I had a rebuild handy...

Any of you guys have trouble with your fuel pumps? This is the second time in 2 years that I've had to replace (I have 2 units that I cylce through)...
