As Scott mentioned, there is no proposed law (a bill), it's a Proclamation. So it doesn't go through the normal procedure of getting Senate and Congress to vote. I had a 3/8" SK socket set YEARS ago, and it seemed to work well. Unfortunately, some scrote in Appleton stole all my tools, including the SK set, so I can't give you any long-term feedback.

I once had a tranny go into 1st and 3rd as I shifted and it locked up the rear end (Econoline100 van). But this doesn't sound similar, since you can still drive it. when I tried to turn on the exit ramp, I found I could barely steer her. To me, this suggests the front differential locker is an issue...
