Seats are required for classifying the vehicle for anything other than a truck. Our DMV inspector said that there needed to be seatbelts for her to classify the Pinzgauers as utility instead of as a truck.

I would say 30 amps is WAY more than you need for the items listed as each of them is probably less than 2 amps and more likely 1....
