Worth trying a compression test, any significant difference between #1 and the other jugs might imply a ring problem. Also get an endoscope down the bore and inspect the cylinder walls. the bolt looks like a broken end from the cable keeper for the choke (starter) cable That's exactly what I thought, but both are in place.
