25 to 30 volts would be good, give or take a half volt, engine running. It depends on current load and the battery state, too. With the engine off you should get 25 volts at the battery posts when fully charged.

Soak with P-Blaster for a few days and it should break loose.
I ran my Pinz low on gas last month and then drained the tank, this is regular maintenance. I'm care not to overtighten the drain plug, along with the rest of them on the vehicle.

Check the connections on the back of the alternator, they can work loose or fray over time.

I am thinking that the engine may not even run with such a massive vacuum leak. If it does run I don't see a problem, it shouldn't damage anything.

I believe my Pinz is jetted correctly, and it is still cold-blooded until it warms up. I think this is a normal characteristic of this engine, but I agree that the choke needs to be left on too long. Perhaps advancing the timing slightly would help.
