Wheel cylinder shim

Question:

What purpose does the steel shim on the wheel cylinder serve? Why is it there?

Is it a necessary part?

I think one of my rear wheel cylinders was missing the shim and the other three rear cylinders had the shim in place. I'd have to pop the wheel off to check.
