4 screws for upper hat loose and wont tighten?

My front carb body is loose. I removed the carb and went to tighten the 4 screws and they just spin like they are stripped? Any suggestions?

I assume you are talking about the four, M6 X 40mm, cylinder head screws, that come up from the bottom, through the cast iron throttle body chamber and into the alloy carb body!
I find it hard to imagine that all four screws have stripped out (at the same time), but if so it's a simple matter to re-threading the alloy body with M6 Helicoils.
You can get it done at an engine rebuilder or buy/borrow a kit and do it yourself.......it's a pretty basic engineering task.

Sorry Peter my description was sub par. These are the 4 slotted screws that hold the upper portion of the carb to the lower portion of the carb and are accessed from the bottom of the carb when it is removed.
The intake studs are okay.

Im getting a massive vacuum leak between the carb halves and PO had mixture screws 1/2 turn out.

As Peter advised, you'll need to re-thread the upper body using helicoils or Time-serts. I've had this problem before and used the Time-serts which worked out very well for me. BelMetric.com carries them in a kit.
