torquing carb to manifold
Is there a need to semi tighten all 4 nuts, then torque down further in a certain pattern? Are the unique pinz washers required?

Not that I am aware of, and I have pulled and rebuilt my carbs before. The only thing I would recommend is some mid strength loctite. They seem to vibrate loose pretty easily if you don't use a little loctite and that will play all heck with your carb synchronization.

only thing i did was to tighten down in a diagonal pattern loosely and then go back and tighten down in a rotation, to help make sure they leveled out as much as possible. the bolts vibrate loose very easily.

Yes, use the washers!
