Carb float adjustment

I'm finishing my 710K rebuild and I'm having trouble adjusting the floats. With 1mm shims, both fuel levels were about 6mm too high. I bought new needle valves and more shims, thinking that was the problem. Now with 3.5mm of shims, fuel is cut off completely and with 3mm shims, level is back to 6mm too high. The carbs have been rebuilt. I have the manual and parts book.It's obvious I'm doing something wrong, I just don't know what.

Well, mate, take the "russian approach"

the float has got an edge which operates the needle of the valve.
Try to bend that edge rather than using shims.

In my experience it is not simple to set them to the exact mm but not impossible to be in the range. Always runs worst when low. if you can't make it exact, go for the rich side.
