Whitesik, I think you've hit on something. While there is no grommet in the metal floor, there is a bellows type affair that does offer that functionality. Perhaps originally the factory intended to use a grommet but then switched to the rubber bellows which I don't see in the parts book, but do have installed.
I see that SAV does have that seal in stock: https://swissarmyvehicles.com/pinzgauer ... -fill-neck ,so perhaps it now replaces the bellows?

I have the bellow and no seal, so I guess I am good without the seal. I will just tighten the crap out of the hose clamps.

#6 is a vapor barrier from the cab to the undercarriage. It has no effect on the fuel leak. This was a later option that eliminated the outer accordion boot from earlier models. TD’s use them.
