Huh? I'm not sure if I get your question/s right, but here goes.

The damper is more prone to losing it's resistance than to seizing, IMHO.
60 psi. To allow you to steer it? Is it like this with the front end completely jacked up off the ground? Sounds like something is tight.
Vibration, welding, balancing. Are you referring to the internal driveshaft needing to be balanced? Linden in Denver used to have someone local. Not sure in the UK
