OEM (BN4) heater debug

Anyone have suggestions on the next step in debugging an original (BN4?) heater?

Pull control out to first stop:
- blower starts running, dash light comes on

Pull control out to second stop:
- blower stops, there are a few slowing tick-tick-ticks in the back
- dash light initially goes dim, gets brighter, then goes dark

Getting fuel to it? Fuel pump?

Would a lack of fuel cause the fan to turn off?
