seat belt bolts

I am having trouble with replacing some seat belt bolts. I thought all of these, US and Europe, were the same SAE 7/16-20 fine thread. They start well but only thread about 1/4 inch then stop. The original bolts appear to be metric with 8.8 markings and seem to be M12-1.5 pitch. I am having trouble finding those as a hex and also shoulder eye bolts for a snap on center rear belt. Can anyone shed some light on this or a source? I'm considering just tapping at the 7/16-20. Thanks!

McMaster also carries shoulder bolts.
