I have a hole in one mud flap.
What's the best method for removing the mud flap weights from my damaged flap, and then reattaching it to the new flap?
Drill and pop rivets? I don't like the idea of pop rivets back there.

I found mud flaps at the local Farm & Fleet for $4.95 each. They measured 19.5" x 17.5". I cut them on my table saw, to duplicate the originals, except that these are 5" shorter in length.
The original rivets used to hold the weight on are two-piece brass (or something similar). They are easily removed with a grinder.
I'm looking at McMaster Carr's rivets, #97451A691, to reinstall the weights.
