First I ground it flush on a sander. Then I reamed the hole with a a tapered valve stem tool.
At this point I got a 1/4" compression fitting insert and smoothed the flair on the sander and it would almost go in the hole.
I the carefully drilled the hole so the insert was a tight fit. Then I heated the plastic up under some really hot water and pressed the insert in I could twist in the hole with my fingers so it should hold(I had contemplated trying to glue it it but doesn't seem necessary)
The Pump itself works and the rubber bulb seemed like new which was the main reason it didn't just get tossed.

I just put it on and it works(I get fluid on the windshield).
I'll see how effective it is in the morning when it not so cold and dark out.
I was going to try the electric one rather than spend $100 on a new stocker but if this works decent enough I'll stick with it. I never really used it on my other pinz so it will fit the bill.
