Hello. I removed several broken soft top hooks for replacement and there is severe corrosion under them. after sanding and painting, I want to know if a gasket (rubber/cork) would be a good idea to prevent this from reoccurring? My wife had an idea that I think sounded good, but I wanted to get a second opinion. She said to mount a thin washer between hook and body so that it can be washed and dried underneath of the hook to prevent it from holding dirt.

Yes, a common problem. I did 2 things: 1. sourced exact replacement brass hooks, and 2. affixed 3M heavy duty double-sided silicone tape between hook and body as a barrier. After 3 years no problems, and my Pinze does not live in a garage.

Make sure you treat the sanded area to make sure all rust is gone before you prime/paint.
Flexible seam sealer behind them would solve the issue as that is what it was designed for

I think both suggestions above are excellent, as well as getting original brass hooks or having yours plated. You are fighting two issues. Galvanic corrosion and oxidation. If two metals are far apart on the periodic table of elements you will get galvanic corrosion. Closer together, and they will be less active. Oxidation is a product of oxygen accelerating the reaction between the metals. The oxygen in water is the enemy. No water entry, no oxygen.
