Probably difficult to find in the US, but you can always put Fiat / Lada / Lancia / Alfa Romeo 98x4 PDC rims in 13 or 14 inch and then what ever tyres you can source for those.
Originals are 12 inch so unlikely to have a vast selection of rims or tyres available.

I'll sell my Lancia rims and tires (search my posts). $500.

I may have rims to sell however...
1. I have no clue what the current market price is for original rims - they are hard to find
2. Don't remember condition, if I recall correctly, the lip of rim(s) may have damage
3. Not sure if I want to break my set of 4 spares
4. I am in Canada
5. This list looks better with 5 points :) lol

I would give SAV a call - they offer the original Mayola tires in a 165/12 size and probably can come up with a set of rims.

Wonder if they are new old NOS?

I believe that they are new(ish) stock, as Mayola's are the only makers of original size / fitting tyres for the Haflinger and that they make batches of them every once in a while.
