This is the hard to find Military version, It is still new and complete plus I'm including a extra Axe that I have had for a few years.

looks like they slide into the open "box" on the opposite side of the blade. Just a guess from the pics

Yes the tools go on the square nub on the back side of the axe head. The Forest tool company made these for the military in Olive green dress and it is the same parts as their civilian kit you can buy from them. I've got a little better price plus you get the second axe as a bonus, the shipping is going to cost me about $30.00
