A SDP 718MK. From the looks of the left side rear door, I would gather it was one of the Malaysian trucks reworked.

I'd agree with Dave, in that it's a reworked ex Malaysian military vehicle.
The locally fabricated top with the upper section door only (on the left side) and side air vents are typical of this, but the "plugged" holes in the windscreen and front door glass frame used for the riot screen mounting are a giveaway.

I do like those "Hutchinsons"
