Do you apply gasket material around the return tube ball seal? I noticed someone did previously, but found no leaks when I simply flipped it over and reinstalled.

Not quite sure what you mean there - I assume you mean the large rubber seals that seal the rocker oil return tubes where the tubes go back into engine block. If surfaces are clean you do not really need sealant on them as they squash up but as a precaution I do put a smear on them - the pushrod tubes also have a similar seal on them.

I have not had leaks from the oil return tube seals however as they squash up I have had one split which did cause a major oil leak but easily replaced.
