dynastarter not charging

OK now that the weather is getting nicer I am driving the Hafi around town alot more. One problem I am having should now be fixed so I don't have to throw the battery tender on it. That is the dynastarter. It works as a starter just fine but does not push a charge over to the battery. I replaced the brushes as they were shot. Then I used a multimeter to check out the out put, it creates 15 volts at the dynastarter terminals but somehow it does not make it over to the battery. Anyone have an idea why?

Is power getting as far as the voltage regulator -then out of the regulator. If you are generating full voltage but the power is not getting to the battery I would be looking to the regulator.

The repair manual has a section on testing / adjusting the voltage regulator. Worst comes to the worst, you can buy new voltage regulator - even electronic ones. Not sure if the electronic ones are set up to run a dynastart but it shows there are ways and means.
