This is true when looking for aggressive 13" tires.
Only one I have found and purchased is the DMack Grippa rally tires (the Canadian supplier had to ship them from England about a year and a half ago and took him a year to do it (2.5 years for a set of tires  )
Good news is Tony Cruthers out of Portland can supply them

Im now of the opinion is 12" or 14". The 13" rims are just too limiting when there are so many 12" tire options (mini trucks)

To change the question a bit - Is there a 12" fiat rim option?

Not sure re the Fiat 12" question as I have never looked/googled.
Re mini trucks. Most tires are not DOT approved, some care some don't
I only know of the Black Diamond ATV tires that are crazy aggressive and DOT legal for on road use
All depends what your using it for. If it lives on a farm then DOT rating does not matter

There are starting to be a number of "DOT approved" ATV tires - here is another option: EFX Motogrips

These are available in 14 and 15 inch sizes though... smallest diameter is 25.75"

For the STI Black Diamonds - the ones under 25" diameter are pretty low on their load ratings:

Looks like a nice tire - diameter should be 22.76" according to the online calculator I found.

I have 12" rims (Haflinger), 13" rims (Alfa Romeo) and 14" (Fiat). There are the Yokohama M&S for the 12" but other than the Mayolas and ATV tyres there are no true offroad tyres. I have not found any true offroad tyres for 13" wheels but I think that there may be some Rally tyres but I have not found them. Maxxis make a proper road legal Mud Terrain tyre in 185R14 and 195R14 tyres for 14" rims.

As far as other 12" rims - the Fiat 126 wheel is a 12" 98mm pcd wheel - certainly here is Aust these are available at wreckers in Aust if you look and are relatively cheap.

An alternative is to use a 98mm to 110mm adaptor/spacer and then use ATV wheels with appropriate tyres. I dont think these will overload the bearings and will widen the track to made the Haffie a bit more stable. Unfortunately here is Aust no ATV tyres (like Black Diamond) are legal for road use but that may not be the case in North America.
