Prospective purchasers within CA should do a little research. CARB has changed there interpretations and it is directly impacting 1973 and 1974 model year Pinzgauers.

Bottom line expect to spend $2000-$4000 for FTP-72 testing if you are registering (for the 1st time) a 1973-1974 Pinzgauer in CA.

Scott,
Any opinions as to whether the current PinzSSI or the previously-available EFI kits would impact whether a Pinz can pass upon initial startup? I'd think that an EFI system would perhaps help this. Thanks, and thanks for all your continued efforts for the Pinz community.

Not likely to impact currently CA registered vehicles. CARB would have a hard time justifying retroactively imposing major costs on owners when at the time of first registration they complied with the rules in effect at that time. This will primarily impact vehicles being registered in CA for the first time.

I would expect the SSI, Pertronix, EFI will all have a positive impact on the cold start testing. A properly running vehicle with a little tuning, should be OK. CEE testing lab will allow owners to purchase some dyno/tuning time prior to the test to tuneup and make sure the vehicle is going to pass the requirements.

This is not about pollution. If it were then they would be testing the vehicles on an ongoing basis. Instead, once the test is done, the vehicle is smog exempt from then on......IE, test once, show it meets the requirements in effect in 1972, and you are done. Explaining to a CA resident that their cost is $2000-$4000 more expensive for this process is going to be where the fun is.

Thank you for the heads up.

Would buying a ca. registered pinz in either year and re- registering in new owners name trigger this or is it first time registered in CA?

From our interpretation it would not impact already titled and registered CA Pinzgauers. For those in the golden state, I have the sneaking suspicion resale values are going to take a bump. For those outside the state selling into the state, your buyer now has to contend with some additional costs and regulatory hoops.

We moved from the "Golden State" 2 years ago because it was becoming the golden shower state. These new rules are driven by ideology rather than science.

There's nothing wrong with California that a good election won't take care of. We need to stop putting morons like Jerry Brown, Diane Feinstein, and Barbara Boxer in office. The Attorney General is the worst of the worst. The list goes on and on...

Problem is CARB is not subject to election consequences since the governing board is made up of eleven members appointed by the state's governor. If you look at the members of CARB it is pretty much a life time appointment. Well that is not going to get fixed anytime soon.

For year 1971 and 72, there shouldn't be any problem if registering new to CA? Anything extra needed before getting title transferred and registered in CA?

Ya, as Dirty Harry would have said "Do you feel lucky" (loud ringing bell in the background).

Just don't transact directly with the DMV, you never know who's going to service you and ask
questions, raise concerns, and potentially mess it up. Go to an agency that does registration
in batches and is a familiar and chatty face to the DMV.
