Gas Tank Fill Sleeve

I had to drop my tank when I installed a Webasto heater (from Dennis). I've never been able to get the bottom hose clamp back on the inner fill sleeve under the outer rubber sleeve. This results in fuel leaking outside the vehicle down the tank if you overfill a bit...not a huge deal but I'd rather not have that. Anybody got advice for getting that bugger down there and tight while fighting the outer sleeve the whole time?

I used a vise grip clamp (11R) to hold the outer rubber boot up while installing. Worked well and made the job a lot easier than trying to fight the outer boot.
