Front air intake

Ok, I just had my carbs rebuilt and truck is running great. Now I am looking at my front air intake and there is a foam coating in the tunnel that seems to be deteriorating. Should I scrap this foam out and replace it with something? Is this foam providing a sound deadening factor for my cab?

I scraped one out one time. Did not notice any change in noise but did notice that stuff holds a lot of moisture which would obviously lead to rust if left unchecked. I routinely spray the pad with a mixture of oil and kerosene in the winter that I spray on everything else that rusts.
