So, horn beeps randomly on full deflection turns....I assume it's in the turn signal wiring harness. Anyone else have these random beeps going on?

i had the same,
pop the steering wheel horn cover open,
you will see how they wired it,
mine was touching ground when turning the steering,
I attach 2 pictures that might help a bit, but as soon as you will open it, you will understand where the problem is

Put some shrink tubing over the bare brass post. If you don't have a heat
carefully apply heat form a small butane lighter. And yes, I had the
problem too.

So a related but different issue - What might cause the horn to not function at all when the wheel is turned?

pop the cover open, you will quickly see if something is wrong on that side.
Very simple mechanism.

Most people don't realize that horn wire is fixed with the steering wheel. Every time you turn the wheel, it twists that wire. I would assume they wear out after a while, especially in cold weather where the wire covering might crack.
