Cold weather flap

I was reading a previous thread and saw something about the carbs icing up during cold weather. The question that I have is the cold weather flap that covers the air intake always supposed to stay closed? When I close the flap it opens back up when I increase the engine revs. Is this normal? Its been pretty cold here lately (eight degrees right now) and on a recent outing after a long stretch of road I noticed the throttle locked open a bit. Was this caused by the below freezing temperature? Thanks for the help.

Yup, working as designed. See the counterweight on the armature?
Designed to stay closed at idle (and low RPMs). Will open up at higher RPMs as you'll need that airflow for efficient burn.

Next verify the hose that goes from the end of air filter intake to either the heat exchanger or to the heater valve is connected and supplying hot air to the air intake

Has anyone installed the "updated" heat flap kit? Wondering if it is worthwhile?
