How hot should the ballast resistor get?

I had the ignition switched on for quite some time this evening, trying to trace my electrical fault. Whilst poking about under the dash, I noticed the ballast resistor (round Bosch can) was almost too hot to touch - is this normal?

Not too sure about normal but mine was so hot it almost burned me. I have a spare one now in
the event it goes out and doesn't do its job.
