California vehicle registration requirements

My 712 buyer in California was asking me about what's involved in registering a 1974 vintage vehicle in the state of California. Specifically, he's wondering about the items are that are or are not required to register a vehicle during a safety inspection.

In Texas, the only items that a safety inspection calls for are working headlights, turn signals, brakes, windshield wipers and hazard lights. There is no emission test.

How does this work in California?

A 1974 won't need anything but the title and a bill of sale. The inspection is only a VIN verification.
With the above, Auto Club can do the transfer.

Always the best time to ask and start to investigate something like this - after purchased.
I always find it amazing but I guess the new owner did not have time to look into before he bought :)

He's had other old cars so he sispected this was the case but is looking for confirmation.
