Fuel flow problem?

Hello,
Here is another problem that just came up. When driving in higher RPMs the engine occasionally throttles back, as if on a governor, or starving. If I just kept the gas pedal pressed, it would consistently reduce RPM and with that, speed as well. Once I am standing at idle, which runs just fine, I can drive for a while before the problem occurs again. It has gotten progressively worse during the last two days. Iginition system is OK, new fuel filter inside glass dome, valves/compression just checked. Looking at the glass dome of my fuel strainer/regulator, it appears that the bottom half inch is always filed with fuel, yet I am not sure if that's enough. The engine ran good before and there was never a fuel regulator adjustment necessary. Maybe its the pump, but I would think that the pump would just give in and wouldn't be intermittent.
Any ideas?
