Are PTOs for the transmission actually available?

No. If a pto was fitted, it would have to attach to the transfer case input shaft(under the rear facing aluminum cover/retainer).

The repair manual indicates there is a spot to put one on the transmission. The hole that the mounting bracket covers looks like the place I had PTOs on my Dodges. I am having a hard time figuring any other reason for a hole there

The gearbox they refer to is the transfer case. There is not enough space to mount on the trans. To operate the PTO if equipped, you would put transfer case in neutral and control PTO output speed by transmission gear selection:shock:
This is a common practice on heavy tractors and Mil spec trucks.
As a side note, I have never seen or heard of anyone having one and believe it was never fully realized on production units.

Thanks Compunerdy. One of those links shows a picture of a modified transfer case with a PTO on the back as Jim described.
I have also had some correspondence with ZF Tradition. They said the Transmission mounted PTO was no longer available from them. I asked if the drawings were available and he said they were not released to individuals.

Maybe use an older independent transfer case installed between the Pinz transfer case and transmission, and run a pro off the front output of that?

Another interesting tip. I contacted some fellows in Austria that claim they are "successor organization of the Steyr-Daimler-Puch customer service department". I asked them about the PTO and here is their reply:
Hello
Yes you are right the PTO is mounted on the gearbox
This PTO was installed in the Pinzgauer 712 - produced for the army in Venezuela
We don’t have any parts on stock
Maybe you will ask somebody in Venezuela
PS: Our supplier was ZF

Seems they are partly correct - it was not just for Venezuela army it would seem.
Here is text from a Haflinger Technik for sale ad.
"Pinzgauer 712K FIRE
1980 712 Factory built fire engine. 5 door K body with rear mounted Ziegler pump (
PTO driven), water tank, hose reel etc. All in good working order"
