I've searched on this forum to no avail. My question remains...

If my float level is too high, do I add or do I subtract spacer/washers from the float needle?

It seems that adding the (1mm or .5mm) washers would increase the fuel and raise the level, so removing them would result in lowering the float level.
Is that how it works?

Just the opposite. The float needle valve is mounted in the carb cover. Lowering the valve (increasing washer thickness) lowers the float level.

Multiply the thickness of the washer by 4 to get the change measurement. A .5 mm washer will move the float 2 mm.

George hit it on the head, but I'm going to state it differently:

Adding or removing washers happens under the SEAT of the needle valve. The floats push the needle up and down, so if the needle seat is RAISED (remember it is hanging upside down in the carb cover) by removing washers, then the needle (and the floats) have to rise up further to shut off the flow of fuel -- resulting in a higher fuel level.

If the needle seat is LOWERED (remember it is hanging upside down in the carb cover) by ADDING washers under the seat, then the needle (and the floats) are lowered before the shut off of fuel -- resulting in a lower fuel level.

What's the maximum number of washer/spacers that can be added?
My float levels were way high on a carb with one (1mm) spacer already in place.

Also, is there any issues with each carb having different float valve spacing in order to get them each within specs?

I don't think there is a maximum, but I would assume that 2 washers of the same or different sizes should do the adjustment. You want each carb to be at the right level, regardless of the number of washer in each. There are only 2 washer sizes, 1 and .5 mm. I don't believe there is a 2 mm version.

It's looking like I'm going to need a total of three (1mm) spacers to get my level down to specs then. I was worried that it might crush the valve into the floats...

You are saying your fuel level is about 12 mm too high? No wonder your Pinz runs bad. Is the float bent somehow? I will check my washer inventory and get back you.

.5 and 1 mm washers seems to be the only adjustment shims available.

With it that far off, maybe something is broken rather than it being out of adjustment. Maybe the float valve is bad or has trash in it or maybe a float has absorbed fuel.

I'm with JimmyC, not had much experience on Pinz carbs but I have seen motorbikes with a crack in the float, so it doesn't float as much as it should.

Either that or the metal tab is bent our of shape.
