He has had that bad boy for sale MANY times. No one ever seems to bite. I wonder what the purpose of a 28vdc generator was?

I'm going to go out on a limb and say it was to create 28 volts of the Direct current variety.

I wonder about the thrust they generate, if any at all, Turbine go-Kart anyone?

28v is a common voltage for military aircraft. Many planes do not have batteries onboard and require an external power supply until the engines are started. Our A-4 Skyhawks required an external electrical source as well as a high volume air compressor to start the engine.
This link shows an apu being used to start a Citation.

Very similar to the GSE (ground support equipment) that was used to start the jets on the flight line and the carrier when I was deployed in the Tonkin Gulf for the VietNam war in '65. Also had a hydraulic and high volume air start device for the planes. Never thought I would see that stuff again. Ours was painted yellow.
