Problem sending PMs

I've been trying to send a PM to another member here, but after I write it and "send", it only goes to my Outbox. It doesn't actually ever get sent.
I've sent other PMs and they were sent, but occasionally they just get dropped in the Outbox and just lay there.

Anybody know what could be happening? How to fix this?

PM’s stay in your outbox until the recipient reads them.

As to how to fix this, give him a phone call and tell him to check his PM’s
