suggestions on cheap way to mount luggage basket to rack?

i have a MOAB (Large basket) left over from an old jeep that i want to mount to the luggage rack on my truck. Problem is i do not have any of the original mounts. Zip ties are not going to cut it this time =)

Is there anything i can use from a local hardware store? Could i use muffler clamps?
