Throddle lock handle broke

So I was trying to loosen the throddle lock ...it was stuck...I twisted it and it broke, but not completely....so I jb welded it and it and then I pulled up and the whole rod came with it.

I can see in the book that it is missing a swivle clamp and sleeve where it attaches to the bracket.



Could I just JB weld the handle on.....shove the rod though the bracket and just drill a hole and put a cotter pin in it or something?
