Round thing in grill?

I hate to ask, as I'm sure this has been beaten to death, but I've searched here and on google to no avail.

What is that round cutout and part in the center of the grill? It looks like a horn to me, but I don't understand why they'd have a cutout on the grill for something like that.

My roomate asked, and I have no answer for her.

Horn, or sometimes you will see a military convoy/black-out light in there.

As Vince said.
The horn doesn't need the hole but the blackout light does.
