In Arkansas, in order to get antique plates, you have to sign an affidavit swearing that you will not modify the vehicle from it's original stock configuration. This is good because I suppose that if I ever got a ticket for yellow brake lights, I could just bring up the affidavit in court. Here, we don't have emissions tests or inspections, but our Antique tags never have to be renewed.

These are not antique or historic plates. It just has to be made before 1975. Historic plates are not going to happen for me for another 50 years.

Texas Antique Vehicle plates (>25yrs I think is the only age requirement) don't need a state vehicle inspection and last 5 yrs. The vehicle is supposed to be a "collector’s item" and used solely for exhibition, club activities, parades, and other "functions of public interest", and not for regular transportation except when routine maintenance is needed ("Officer, I'm warming up my oil getting ready to drain it" [next week]). You don't technically have to carry insurance, if I read it right and you obtain a waiver (a friend with a tank does this I think). I could think up lots of club activities but this would probably be asking for it, but plenty of guys push it and it is a money saver if you avoid the ticket(s).
Then they have "Classic" plates, but those don't save you anything as far as I can tell. In both cases you can use the old tags if you have a set for the year yours was made.

Yeah, here too, it just has to be 25 years old or older. We only have regular plates and antique plates, no other kind, like collector or historical. The one other requirement is that you have to already have another vehicle with regular plates before you can get antique plates. We still have to have insurance though.

Here in Ontario:
10 years or older and no duty to import from USA
15 years or older and you need safety inspection (they check brakes, steering, lights, etc), emissons test and you can import any vehicle - no restrictions
25 years and older = antique = no emissions tests.
